Answer:
No, you do not need to purchase separate licenses. You can configure the server to make it assign client licenses no matter from which country users connect to the server (with legal limitations mentioned above). Or you can activate a client license on each user machine you want to give access to the server.

Is it possible to transfer licenses purchased in the Czech Republic to a legal entity, for example, in Armenia?
